Este nuevo marco jurídico implica la incorporación de tres nuevas leyes bajo el marco legislativo de la república de honduras. Estas leyes significan incorporar modernidad e innovación en un sistema jurídico que aspira a constituirse como el más competitivo en América Latina. Las leyes que adjuntamos a este correo son las siguientes: 1. Ley para la Promoción de Alianzas Público-Privada Esta ley abre espacios de inversión en ámbitos tradicional e históricamente reservados al sector público abriendo extraordinarias oportunidades en sectores como infraestructura vial, generación, distribución y transmisión de energía, servicios educativos, servicios de salud, servicios portuarios y aeroportuarios. 2. Ley del Programa Nacional de Empleo por Horas Como resultado de un extensivo esfuerzo de participación de todos los sectores de la sociedad hondureña se incorporó al marco legislativo nacional la oportunidad de materializar relaciones obrero-patronales bajo modalidades de contratación fundamentadas en el empleo por hora. Con ella honduras se incorpora en la lista de los países con legislaciones laborales modernas y consistentes con las demandas particulares de empresas especializadas en nuevas generaciones de negocios. 3. Ley para la Protección y Promoción de Inversiones La ley cuenta con dictamen de una comisión especial del congreso nacional esperándose su aprobación para la primera semana de abril del año 2011. La ley crea un nuevo marco de incentivos a la inversión, nuevas facilidades para la atención a los inversionistas e instrumentos de protección de inversiones como los contratos de estabilidad jurídica. En adición a ella la ley desarrolla y perfecciona el modelo de protección de derechos de autor y crea instancias nacionales e internacionales de conciliación y arbitraje bajo conceptos que recogen las mejores prácticas en esta materia a nivel global. Dear Sir/Madam:  On this occasion we would like to present to you the new legal and regulatory framework for the promotion and protection of investments in Honduras. This new legal framework implies the incorporation of three new laws under the legislative framework of the Republic of Honduras. These laws mean that modernity and innovation will be incorporated into a legal system that aspires to become the most competitive one in Latin America. The laws we are attaching on this email are the following: 1. Law for the Promotion of Public-Private Partnership  This law opens spaces of investment in areas traditionally and historically reserved for the public sector opening extraordinary opportunities in sectors like, infrastructure; generation, distribution and, transmission of energy; educational services; health services; port and airport services. 2. Law of the National Program for Part Time/Hourly Employment As a result of an extensive effort of participation from every sector of the Honduran society, the opportunity to materialize the worker-employer relationship has been incorporated to the national legislative framework under the modalities of hiring based on hourly employment. With this law, Honduras becomes part of the list of countries with modern labor legislations and are consistent with the particular demands of companies specialized in new generations of business. 3. Law for the Protection and Promotion of Investments This law possesses a ruling made by a special commission of the National Congress waiting for its approval during the first week of April of the year 2011. The law creates a new framework of incentives for investments, new facilities for services for the investors and instruments of protection of investors, as well as legal stability contracts. In addition to this, the law develops and perfects the pattern of copyrights and creates a national and international instance of conciliation and arbitration under concepts that gather the best practices on this subject in a global level.
